Off the coast of Timor-Leste, something unusual is happening: fishermen are logging every trip they take, and that data is painting a new picture of how fish feeds families.

For six years, fishers in this small island nation have recorded their trips in a digital system built with the government. They logged their gear, where they fished, and what they caught. More than 77,000 trips later, researchers have a treasure trove of information — and a message for the world.

The message is simple but radical: governments should stop measuring fisheries only by how much fish is caught and sold, and start asking who the fish actually feeds.

"Fisheries ministries count landings and health ministries count deficiencies, but rarely do the two talk to each other," writes Essam Yassin, director general of the research organization WorldFish. He authored a commentary published after the Our Ocean Conference held in Mombasa, Kenya last June, the first time the global event took place on African soil.

The problem is that standard bookkeeping misses what really matters in coastal communities. When officials only track total catch weight and export dollars, they overlook the nutrients that families bring home for dinner. Small fish like sardines and anchovies are packed with iron, calcium, zinc, and omega-3s — nutrients that are especially important for pregnant women and growing children. Even marine invertebrates gathered by hand, often by women, can be nutritionally significant even though they rarely appear in official statistics.

Timor-Leste's own data shows what is possible. The country's small-scale fisheries could meet the protein needs of nearly two-thirds of women of reproductive age — if policies made sure that catch actually reached local families and schools. The study also found these catches could meaningfully contribute to zinc, calcium, and omega-3 intake for the population.

That is the real value of tracking fishing trips digitally. By connecting where people fish, what gear they use, and what they catch, researchers can predict nutritional outcomes. A net in shallow waters might land different nutrients than a line in deep water. Knowing this gives governments a new tool: they can manage fisheries not just for revenue, but for health.

Timor-Leste's tracking system, called Peskas, is now being shared with other countries. Kenya, Zanzibar, Mozambique, and Malawi are adapting the same digital tool. If those nations link their fisheries data to nutrition information the way Timor-Leste has, they could transform how they feed their people.

The stakes go beyond fish. Across the Indo-Pacific, cheap processed foods have replaced traditional diets built around seafood. That shift has contributed to high rates of obesity and heart disease in some regions. Yassin argues this is not simply about individual choices — it is about designing food systems with nutrition in mind from the start.

"If Africa can pivot to managing fisheries not only for how much is produced, but for what the catch means for its people's nutrition," Yassin writes, "the next generation of fisheries management will be able to harness its oceans for greater social impact and inclusive development."
